SUMMARY OF OPERATIONS AND ASSESSMENT OF GOAL ACHIEVEMENT, REPLICABILITY, MEASURABILITY, EFFICIENCY, AND ACCESSIBILITY, ALONG WITH A REVIEW OF PROJECT STRENGTHS AND WEAKNESSES.
Abstract
THE PROJECT HAS FIVE MAJOR COMPONENTS - RESCUE, MEDICAL SCREENING, DETOXIFICATION, ASSESSMENT, AND AFTER-CARE REFERRAL. THE RESCUE FUNCTION CONSISTS OF A PROJECT TEAM WHICH PATROLS TWO BOSTON POLICE DISTRICTS AND INVITES POTENTIAL CLIENTS TO ENTER THE FIVE-DAY WITHDRAWAL PROGRAM AT THE DETOXIFICATION FACILITY. THE STAFF HAS IDENTIFIED ITS FUNCTION AS ONE OF DEALING WITH THE IMMEDIATE MEDICAL PROBLEMS OF THEIR CLIENTELE AND BREAKING THE DRINKING PROBLEMS OF THEIR PATIENTS LONG ENOUGH FOR THESE PATIENTS TO QUALITY FOR THE SERVICES OF REHABILITATION AGENCIES, TO WHICH THEY ARE DULY REFERRED. THE PROJECT WAS JUDGED SUCCESSFUL IN TERMS OF GOAL ACHIEVEMENT, REPLICABILITY, EFFICIENCY AND STAFF ACCESSIBILITY. WHILE SOME EVALUATIVE AND MEASURING DOCUMENTATION WAS PRODUCED, THE PROJECT'S NEW IMPLEMENTING AGENCY DOES NOT HAVE SUFFICIENT FUNDS TO CONTINUE THIS ACTIVITY. AMONG THE STRENGTHS NOTED WERE A FLEXIBLE AND RESPONSIVE ORGANIZATIONAL STRUCTURE AND GOOD RELATIONS WITH OUTSIDE REFERRAL AGENCIES WHILE THE WEAKNESSES WERE LARGELY RELATED TO PROBLEMS OF INSUFFICIENT FUNDING AND ASSOCIATED STAFF SHORTAGES. APPENDED MATERIAL INCLUDES A BIBLIOGRAPHY, AN AGENCY REFERRAL LIST, AND AN INDEPENDENT STUDY OF THE PROJECT'S EARLY DEVELOPMENT AND IMPLEMENTATION.
