THIS DOCUMENT EXPLORES THE FEASIBILITY OF ADDING SECURITY PROVISIONS TO LOCAL BUILDING CODES AS ONE MEANS OF REDUCING THE PROPERTY CRIME RATE, AND PRESENTS A SUGGESTED BUILDING SECURITY CODE FOR TEXAS CITIES.
Abstract
THE EXTENT AND IMPACT OF THE PROBLEM OF PROPERTY CRIMES IN TEXAS ARE FIRST REVIEWED. COMMON CRIMINAL TECHNIQUES AND PREVENTIVE MEASURES ARE THEN OUTLINED. THE USE OF MODEL SECURITY PROVISIONS AS A TOOL IN REDUCING BURGLARY, THE LEGAL BASIS FOR LOCAL SECURITY CODES, THE IMPLEMENTATION OF SECURITY CODES TO REDUCE CRIME, AND THE RATIONALE BEHIND THE DEVELOPMENT OF 'MODEL' SECURITY PROVISIONS ARE ALL DISCUSSED. THE APPENDIX CONTAINS THE TEXT OF A MODEL SECURITY CODE, AND DISCUSSIONS OF THE ENFORCEMENT OF THE CODE, LOCAL ADOPTION OF THE CODE, AND THE SOURCE MATERIALS USED TO PREPARE THE CODE.
