This document describes the goals, objectives, and programmatic areas to be supported by the Bureau of Justice Statistics (BJS) during fiscal years 1982 through 1986.
Abstract

Initial sections of the plan describe the historical background of BJS and discuss its current mandate. Legislative objectives underlying the BJS program authority are described, and distinctions between BJS' statistical mandate and the grant assistance mission of its predecessor are clarified. Remaining sections of the plan describe specific goals, objectives, and program projections. Primary BJS goals are to maintain and expand the collection, analysis, and dissemination of national scope data describing the rates of crime, victimization, court operations, and functions of correctional institutions and probation authorities; to assist State and local governments in the collection, analysis, and use of criminal justice data; and to collect, analyze, and disseminate data describing Federal criminal justice events. Additional goals are to analyze major statistical data bases and quantitative research, to assist States in implementing and adapting operational information systems, and to ensure the privacy and security of criminal justice system information. Goal fulfillment will be dependent upon continued legislative authorization and the availability of adequate personnel and fiscal resources.
