COMPARISON GROUPS ARE DEVELOPED FOR THREE COMMUNITY PAROLE CENTERS, AND BASELINE DATA THUS GENERATED ARE USED TO EVALUATE THE CALIFORNIA YOUTH AUTHORITY'S COMMUNITY PAROLE CENTER PROGRAM.
Abstract
PROGRAM CENTERS WERE FOUND TO HAVE A PAROLE VIOLATION RATE TWENTY-FIVE PERCENT LESS THAN THE CONTROL GROUPS. ALL CENTERS WERE FOUND TO HAVE DEVELOPED COUNSELING, WORK, SCHOOL, AND RECREATION PROGRAMS. IN IMPOVERISHED AREAS THE CENTERS HAVE EXTENDED THEIR SERVICES TO NON-DELINQUENT CHILDREN AND ADULTS. OVERLAP WITH REGULAR PAROLE UNITS' SERVICES WAS FOUND TO HAVE BEEN ELIMINATED. RECOMMENDATIONS INCLUDE PROVIDING FOR CRISIS INTERVENTION SERVICES TO THE COMMUNITY AT ALL TIMES. IT IS ALSO RECOMMENDED THAT THE CENTERS PROVIDE EMERGENCY LODGING FACILITIES, A DETOXIFICATION REFERRAL SERVICE, AND A DAY CARE PROGRAM FOR CHILDREN OF PAROLEES. EXISTING PROGRAMS ARE DESCRIBED. RESEARCH DATA AND METHODS ARE PRESENTED IN APPENDIXES.
