Abstract
INSTITUTING A COORDINATED RESPONSE IS THE FIRST STEP IN A NUCLEAR BLACKMAIL THREAT, ACCORDING TO THIS BOOKLET. SUCH A RESPONSE SHOULD INCLUDE STATE, LOCAL, AND FEDERAL OFFICIALS. OTHER STEPS INVOLVE INVESTIGATING THE THREAT, INFORMING THE PUBLIC, MAINTAINING ORDER, PLANNING FOR EVACUATION AND DECONTAMINATION, AND CONSIDERING LONG RANGE MEDICAL PROBLEMS. THIS BOOKLET PROVIDES AN OUTLINE OF RESPONSIBILITIES FOR FEDERAL, LOCAL AND STATE AGENCIES INVOLVED IN THE SITUATION. IT INCLUDES A GLOSSARY OF TERMS ON NUCLEAR SUBJECTS, AS WELL AS A MODEL OF A THREAT ANALYSIS CENTER, AND A NUCLEAR BLACKMAIL THREAT PHONE CALL FORM.
