PROGRAM SPONSERED BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE (NILECJ) TO INSTRUCT PRIVATE CONSULTANT SPECIALISTS HOW TO BRING ABOUT CHANGES AND IMPROVEMENTS IN THE CRIMINAL JUSTICE SYSTEM.
Abstract
THE PROGRAM WAS STRUCTURED AROUND THE CONCEPT OF CRIMINAL JUSTICE CHANGE AGENTS-LAW ENFORCEMENT SCIENCE ADVISORS (LESA'S) - WHO CHANNEL NEW RESEARCH AND DEVELOPMENT INFORMATION TO PROFESSIONALS IN THE FIELD AS WELL AS IDENTIFY AREAS FOR FUTURE RESEARCH. UNDER THE LESA PROGRAM CONCEPT, SCIENCE ADVISORS WERE TO BE ASSIGNED TO LOCAL CRIMINAL JUSTICE AGENCIES ACROSS THE COUNTRY. ALTHOUGH THE PROGRAM WAS SUBSEQUENTLY DEFERRED, THE TECHNIQUES ADDRESSED DURING THE CONFERENCE FOR MAXIMIZING THE TRANSFER OF IDEAS, PROCEDURES, EQUIPMENT, AND FACILITIES ARE RELEVANT TO ANY EFFORTS INVOLVING THE USE OF CHANGE AGENTS IN THE CRIMINAL JUSTICE SYSTEM. THE AREAS ADDRESSED BY THESE SELECTED PAPERS ARE COURT CLERK FUNCTIONS, JUVENILE COURT PROCEDURES, STATE PLANNING AGENCY STRUCTURE, POLICE FUNCTION INTERFACE, POLICE TRAINING INNOVATIONS, AND POLICE PROGRAM IMPLEMENTATION.
