This report aims to provide guidance on future efforts in drug control, based on the framework provided in the Violent Crime Control and Law Enforcement Act of 1994.
Although the new law addresses a broad spectrum of crime and violence problems, it acknowledges that drug-related crime, like most crime, is addressed mainly at the State and local levels. The new law funds more police to address the street-level drug trade through the proven tactics of community policing. It also funds more secure prison space, inmate drug treatment, shock incarceration programs for nonviolent offenders, and drug courts for youthful offenders now on probation and parole. The crime law also funds crime prevention programs and an increased budget and program authority for the country's Drug Director.
