The Florida Department of Corrections is implementing a statewide system of substance abuse programs that consists of an assessment and four tiers: a 35- to 40-hour substance abuse education program, an 8-week treatment program designed as a modified therapeutic community, a full-term therapeutic community treatment experience, and a structured 10-week outpatient drug treatment program for inmates assigned to community correctional centers. This manual covers the Tier 4 program and consists of a program description, discussion of implementation issues, and inmate handbook.
Abstract
The program description outlines the purposes and philosophy of treatment, admission and discharge criteria, and treatment objectives. The treatment program structure is discussed in terms of recommended schedules, therapeutic modalities, and major program rules. Other topics covered here include the treatment program, role of the inmate member, organizational structure, special considerations, confidentiality, and files and recordkeeping. Implementation issues considered in this manual include the relationship between the community correctional center and the community treatment provider, staffing, facilities, availability of inmates, inmate incentive, program rules, transportation of inmates, urinalysis, training, and treatment files and reports. The inmate handbook discusses much of the above information as well as a client bill of rights, inmate participation, and a description of activities.
