Abstract
PART OF THE 1971 REORGANIZATION OF LEAA INVOLVED THE CREATION OF THE MANPOWER DEVELOPMENT ASSISTANCE DIVISION WHICH WAS CHARGED WITH THE RESPONSIBILITY OF DEVELOPING AND IMPLEMENTING PROGRAMS TO MEET THE EDUCATIONAL AND TRAINING NEEDS OF THE NATION'S CRIMINAL JUSTICE PRACTITIONERS. IN ORDER TO DETERMINE MANPOWER DEVELOPMENT PRIORITIES, LEADERSHIP FROM WITHIN THE CRIMINAL JUSTICE SYSTEM MET AT THE OMAHA CONFERENCE TO IDENTIFY THOSE PRIORITIES, AND TO IMPROVE COMMUNICATION WITHIN THE SYSTEM. THIS DOCUMENT PROVIDES THE ADDRESSES OF THE PLENARY SESSION SPEAKERS, THE QUESTIONNAIRES, AND THE WORKSHOP FINDINGS. INCLUDED AMONG THE VARIOUS ADDRESSES WERE STATE-OF-THE-ART REPORTS ON MANPOWER DEVELOPMENT IN LAW ENFORCEMENT, JUDICIAL, AND CORRECTIONAL SYSTEMS, DISCUSSIONS OF THE ECONOMICS OF CRIMINAL JUSTICE, GOALSETTING, MINORITY RECRUITMENT, THE PILOT AND IMPACT CITIES CONCEPT, AND THE MULTI-FORMAT MANAGEMENT PROGRAMMING CONCEPT. THE CONFERENCE RESULTED IN AN INCREASE OF COMMUNICATIONS WITHIN THE CRIMINAL JUSTICE SYSTEM, THE IDENTIFICATION OF MANPOWER DEVELOPMENT NEED RESPONDING TO MORE THAN ONE COMPONENT, AND THE REASSESSMENT OF GOALS AND PRIORITIES REQUIRING ATTENTION.
