Abstract
GOALS AND PROGRAMS ARE OFFERED TO SOLVE PROBLEMS SUCH AS A LACK OF CENTRAL CONTROL OF PROBATION AND PAROLE SERVICES, A LACK OF SEPARATION FROM THE ADULT CORRECTIONAL SYSTEM, NEED FOR AN IMPROVED AND BETTER TRAINED STAFF, THE DETENTION OF JUVENILES IN JAIL, JUDICIAL TREATMENT OF NON-OFFENDING JUVENILES, AND THE PUNITIVE APPROACH OF SOME STAFF MEMBERS TO DELINQUENTS. THE ORGANIZATION, ADMINISTRATION, PROCEDURES, PRACTICES, AND MANPOWER AND BUDGET REQUIREMENTS ARE COVERED IN THE RECOMMENDATIONS FOR IMPROVEMENT. OTHER PERTINENT STUDIES OF THIS FIELD ARE MENTIONED. TABLES AND CHARTS OF ACTUAL CONDITIONS AND RECOMMENDATIONS ARE ALSO GIVEN.
