This publication provides strategies for addressing the challenges related to high-risk offenders.

Abstract

This report examines the most commonly used programs for higher risk offenders and the research that supports or challenges their use. Findings show that the most cost effective intervention for accountability and long-term behavior change is intensive supervision with treatment, while the least cost effective intervention for accountability and long-term behavior change is domestic violence courts. Sections following an executive summary include: programs that hold offenders accountable and/or monitor their behavior while under supervision; programs that change the offender's long-term behavior after discharge from supervision; programs that change long-term offender behavior while holding them accountable; programs that stabilize the offender in the community (usually following incarceration); and costs and benefits.
