INTERGOVERNMENTAL INFORMATION SYSTEM TO IMPROVE DAILY CRIMINAL JUSTICE OPERATIONS AND SUPPORT COMPREHENSIVE CRIMINAL JUSTICE PLANNING BY USING MODERN DATA PROCESSING TECHNOLOGY AND ADMINISTRATIVE TECHNIQUES.
Abstract
SECONDARY OBJECTIVES WERE A RAPID BUILDUP OF THE DATA BASE AND THE EARLY OPERATIONAL INVOLVEMENT OF ALL USERS. THIS EVALUATION FOCUSED ALMOST EXCLUSIVELY ON THE SYSTEM'S EFFECT ON DAY-TO-DAY CRIMINAL JUSTICE OPERATIONS IN PARTICIPATING AGENCIES. 'BEFORE AND AFTER' DATA IN SEVEN AREAS OF POLICE AND COURT INFORMATION PROCESSING WERE GATHERED TO TEST THE HYPOTHESIS THAT THE SYSTEM IMPROVES DAILY CRIMINAL JUSTICE OPERATIONS. THESE EVALUATIONS WERE INCONCLUSIVE BECAUSE SOME BENEFITS WERE ACHIEVED PRIOR TO COLLECTING THE 'BEFORE' DATA AND BECAUSE THE DATA COLLECTION TECHNIQUE DID NOT SCREEN OUT ALL EXTRANEOUS VARIABLES. DETAILED FINDINGS FOR EACH OF THE SEVEN AREAS ARE INCLUDED IN THE APPENDIX. THEY INCLUDE POLICE BACKING AND IDENTIFICATION, RADIO CHECKS OF CRIMINAL HISTORY RECORDS, INTERAGENCY TELEPHONE TRAFFIC, AND BOOKING COURT DISPOSITIONS. ALSO PROVIDED ARE THE OBJECTIVES OF THE PROPOSED FINAL EVALUATION WHICH WILL COVER PLANNING, DATA BASE GROWTH, AND USER RECRUITMENT AS WELL AS DAY-TO-DAY OPERATIONS.
