THE EDITOR CONCLUDES THAT EACH OF THESE AGENCIES COULD BENEFIT BY STUDYING EACH OTHER TO APPRECIATE MORE FULLY AND TO ALLEVIATE THE PROBLEMS THAT PROHIBIT GREATER COOPERATION AND UNDERSTANDING BETWEEN THE VARIOUS AGENCIES.
