This analysis of the court records on 1,697 offenders convicted and sentenced under the Organized Crime Drug Enforcement Task Force Program (OCDETF) compares the penalties imposed with the maximum penalties authorized by statute and examines the amount of criminal fines imposed in relation to the amount collected as of December 31, 1985.
Abstract
The OCDETF intends to identify, investigate, and prosecute high-level members of drug trafficking enterprises and destroy their operations through increased Federal resources and the coordination of Federal agencies' operations. Of the 1,697 offenders sentenced under OCDETF during calendar years 1983 and 1984 and any codefendants sentenced in calendar year 1985, 842 received prison sentences of 5 years or less; 413 received prison sentences of 6 years to 15 years; and 73 received prison sentences of 16 years to life. A total of 369 received probation or a suspended sentence. For those imprisoned, the median sentence was 51 months. The median maximum concurrent sentence that could have been imposed was 180 months. Criminal fines of $9.5 million were imposed on 385 of the offenders. The median fine was $10,000, and the median maximum concurrent fine that could have been imposed was $25,000. About 8.6 percent of the fines imposed had been collected by the Federal Government as of December 31, 1985. 5 tables and 3 figures.
