ARGUMENT THAT FEDERAL AND STATE LEADERSHIP HAVE NOT PROVIDED THE DIRECTION NEEDED TO BRING ABOUT IMPROVEMENTS IN POLICING.
Abstract
BASIC POLICE PROBLEMS RELATING TO THE COMMUNITY, POLICE ADMINISTRATORS, AND THE ORGANIZATION AND POLICIES OF POLICE DEPARTMENTS ARE DISCUSSED. PROGRESS IN THE AREAS OF POLICE TRAINING, POLICE COMMUNITY RELATIONS, TEAM POLICING AND ANTI-CRIME PATROLS ARE ALSO CITED. THE AUTHOR RECOMMENDS THAT THE FEDERAL GOVERNMENT REQUIRE, AS A CONDITION FOR RECEIVING CRIMINAL JUSTICE FUNDING, THAT THE STATES REFORM THEIR POLICE SYSTEMS. HE ALSO SUGGESTS GREATER UTILIZATION OF CIVILIANS IN POLICE WORK, PROFESSIONALIZATION OF THE POLICE FORCE, HIGHER EDUCATION FOR POLICE, AND CONTROL OF POLICE CORRUPTION.
