Abstract
IN 1973 THE AVERAGE DAILY NUMBER OF PRISONERS IN THE COUNTRY WAS 2,650. THIS IS 19 OR 20 PRISONERS PER 100,000 INHABITANTS. THE NUMBER OF PRISONERS HAS BEEN DECREASING SINCE 1967. FACTORS ACCOUNTING TO THE DECREASE INCLUDE SHORTER SENTENCES, DECRIMINALIZATION OF CERTAIN OFFENSES, AND COMMUNITY-BASED CORRECTIONS.
