This handbook provides a resource for practitioners who are considering developing a juvenile detention alternative program.
Abstract
The handbook reviews some of the goals that a juvenile detention alternative program can achieve, identifies issues that need to be considered, profiles some national model detention alternative programs, and lists alternative programs in New Jersey. Detention alternative programs refer to a wide range of alternatives which include residential and house arrest programs, staff secure shelters, and host homes. Common goals of detention alternative programs are to reduce juvenile populations in secure detention facilities, reduce costs, provide a continuum of release options, offer an option for counties without detention centers, improve services, and prevent contact between minor offenders and more serious delinquents.
