This futures study focuses on the ways in which California police officers will be disciplined for acts of willful misconduct by the year 2000 in a manner which will enhance departmental human assets.
Abstract
The five trends selected as having the greatest possible impact on officer discipline included extent of employee rights, extent to which police administrations are held accountable, extent to which public perception influences discipline, extent to which society's norms influence discipline, and extent to which the organization's values influence discipline. Five probable events considered to be most critical to this problem: a court decision, implementation of a civilian review board, Police Officers' Association negotiation of a discipline system, police chief- initiated change to policy, and police administration- initiated change to policy. The preferred scenario for future police discipline would incorporate positive training with peer input. This report outlines a strategic management and transition management plans designed specifically for the San Diego Police Department. 11 tables, 20 notes, 31 references, and 4 appendixes
