This manual provides an overview the Santa Clara County (SCC), California Multi-System Reform Initiative (MSRI) to improve outcomes for dually involved youth.
Abstract
This manual identifies the current status and tracking of progress in priority practice areas targeted for reform within the SCC MSRI initiative. Much of the work described throughout this manual is very much still work in progress. The Youth & Family Team Meetings will have been formally launched by October 2013. The Dually Involved Youth Unit and the One Judge model are scheduled to launch in January 2014 with the expectation that it will take several months for the Unit to become fully operational (anticipated by March 2014). In this document, the SCC MSRI has identified y current strengths, assessed inherent weaknesses and ongoing challenges, detailed time lines and progress thus far, and clarified responsibility for tasks and activities that permit advances toward the goals for reform in each key area. Included are desired practice changes, descriptions of the process, and challenges and successes that have already affected cross-system practice culture and enhanced collaborative culture both within the agency and with and among its community partners.
