The purpose of the New York City Police Department's Early Intervention Unit, as described in this administrative guide, is to provide commanding officers with a procedure to monitor the performance of certain uniformed and civilian members of the agency.
Abstract
When an officer is identified as a candidate for early intervention monitoring procedure, the commanding officer must supervise and direct the procedure, review department records, and interview the officer to determine the source of the problem. The officer's immediate supervisor and the department's integrity control officer are also involved in the process. When the behavioral indicators have been alleviated, the integrity control officer applies in writing for termination of the early intervention monitoring procedure. Some early intervention indicators listed in these guidelines include unusual personality traits, suspected alcohol abuse, removal of firearms, involvement in shooting or serious assault, financial problems, domestic difficulties, excessive sick leave, and poor evaluations. Other indicators might be chronic lateness, poor uniform appearance, off-duty employment, family tragedies, confrontational attitude, frequent emergency leave requests, accident-proneness, decreased performance, supervisory problems, and frequent citizen complaints.
