THIS TECHNICAL PLANNING GUIDE FOR EMERGENCY MEDICAL SERVICES (EMS) COMMUNICATIONS SYSTEMS DESCRIBES IN DETAIL THE PROCESSES, PROCEDURES, AND EQUIPMENT NEEDED FOR DESIGNING AND IMPLEMENTING SUCH SYSTEMS.
Abstract
COMMUNICATIONS SYSTEMS ARE AMONG 15 COMPONENTS OF EMS SYSTEMS STEMMING FROM A 1966 NATIONAL ACADEMY OF SCIENCES STUDY WHICH RESULTED IN FEDERAL EMS LAWS IN 1973 AND 1976. EMS COMMUNICATION SUBSYSTEM FUNCTIONS INCLUDE CITIZEN ACCESS, EMERGENCY RESPONSE, DISPATCH AND DELIVERY, MEDICAL CONTROL AND SUPERVISON, HOSPITAL SECURITY, AND SUPPORTING OPERATIONAL PROCEDURES. THE SYSTEMS PLANNING PROCESS SHOULD BEGIN WITH IDENTIFYING AND UNDERSTANDING THE PROBLEM AND SHOULD CONTINUE THROUGH EIGHT OTHER STEPS CONCLUDING WITH AN EVALUATION OF RESULTS. TELECOMMUNICATION SYSTEM ELEMENTS INCLUDED THE BASE-MOBILE SYSTEM, RADIO FREQUENCY SPECTRUM, ANTENNAS, RECEIVERS, NETWORK ORGANIZATION, AND FIXED, MOBILE, AND CONTROL EQUIPMENT. THE MAIN TECHNICAL PLANNING AREAS INCLUDE CITIZEN ACCESS, EMERGENCY 911 TELEPHONE NUMBER PLANNING, THE EMS COMMAND AND CONTROL CENTER. THE GUIDEBOOK PRESENTS PRINCIPLES AND PLANS FOR EACH OF THESE TOPICS. IN ADDITION, 62 DIAGRAMS AND TABLES PRESENT IN DETAIL RECOMMENDED ORGANIZATIONAL STRUCTURES, AND EMS SYSTEM AND SUBSYSTEM COMPONENTS.
