This report details a NACRO conference on the employment and training of disadvantaged people and considers the potential of disadvantaged persons in the labor market, the process for drawing out this potential, and the process of teaching required skills to these disadvantaged persons.
Abstract
Industries, particularly the construction industry, are experiencing difficulties meeting their needs for skilled workers in the next decade. Appropriate training courses designed to meet specific needs of employers and development of modular training courses will enable skills to be achieved and recognized at all levels. Although training disadvantaged persons may seem costly in the beginning, it is cost effective in bringing previously neglected people into the labor market. European countries which train people in a systematic and comprehensive way are economically more successful than those with policies geared to meet immediate skill shortages. To fulfill these goals in England, the Department of Employment expects Training and Enterprise Councils to determine the needs of disadvantaged people with the Training Agency ensuring effective incorporation of disadvantaged persons into the labor market, and NACRO focusing on ex-offenders.
