The Colorado Sex Offender Management Board's 2014 Annual Legislative Report presents its findings from an assessment of best practices for the treatment and management of adults and juveniles who have committed sexual offenses.
Abstract
The report is divided into three sections. The first section reviews evidence-based and research-based practices in sexual offender treatment and management. A review of best practices includes the application of the risk-need-responsivity (RNR) principles to the management of sexual offenders, as well as the containment model, which focuses on ensuring public safety, victim protection, and victim reparation in the management of sex offenders. An overview of probation evidence-based practices with sex offenders includes reviews of supervision and treatment best practices, which are different for adults and juveniles. In addition, research findings on recidivism for juvenile sex offenders are reviewed. The second section of the report focuses on policy analysis, which consists of a literature review of the empirical research on legislative initiatives and enhancements. These include sex offender registration; community notification; residence restrictions; the definition of "sexting;" and case law pertaining to Colorado's use of the "sexually violent predator" classification as a justification for more restrictive controls on high-risk sex offenders. The third section of the report, entitled "Milestones, Achievements, and Future Directions," reviews the work of Colorado's Sex Offender Management Board for 2013 and its future goals.
