THE EFFECTIVENESS OF PAROLE SUPERVISION BY EX-OFFENDERS IS MEASURED IN THIS STUDY BY COMPARING RECIDIVISM RATES AND ATTITUDES OF TWO GROUPS, EACH WITH 50 PAROLEES RANDOMLY SELECTED.
Abstract
THE CONTROL GROUP PAROLEES WERE ASSIGNED TO 18 DISTRICT OF COLUMBIA DEPARTMENTS OF CORRECTIONS PAROLE OFFICER. THE EXPERIMENTAL GROUP PAROLEES WERE ASSIGNED TO TWO EX-OFFENDER PAROLE SUPERVISORS HIRED BY BONABOND, INC., AN ORGANIZATION OF EX-OFFENDERS WHICH PROVIDE SURETY BONDS TO PRISON RELEASEES WHO ARE OTHERWISE UNBONDABLE. THE REPORT COMPARES THE NATURE OF SUPERVISION AND CASELOADS OF THE TWO TYPES OF PAROLE OFFICER, AS WELL AS THE HISTORIES OF THE TWO PAROLE GROUPS AFTER PAROLE ASSIGNMENT. CONSIDERED AS A WHOLE, THE COMPARISON RESULTS SEEM TO SUGGEST LITTLE DIFFERENCE IN THE EFFECTIVENESS OF THE TWO TYPES OF PAROLE OFFICER. THE TEST PROJECT INCLUDED A SURVEY OF THE PAROLEES' ATTITUDES TOWARD EX-OFFENDER SUPERVISORS VS. NON-OFFENDER SUPERVISORS; SAMPLES OF THE QUESTIONNAIRES AND ATTITUDINAL TESTS USED IN THIS SURVEY ARE APPENDED.
