This report describes the methodology, file structure, codebook information, and information processing for a 1982 survey of U.S. criminal justice expenditures and employment. The variable description list and codebook are also provided.
Abstract

Data are based on a special compilation of data and sources available from the U.S. Census Bureau's 1982 Census of Governments, a quinquennial census of governmental finances and public employment for Federal, State, and local governments. Federal Government financial data were obtained from the Budget of the United States for the Fiscal Year 1984. State finance statistics and those for large counties and cities were compiled by Census Bureau representatives from official reports and records. Remaining figures were provided either by local officials in a mail survey or from central data collection arrangements with State governments. Federal employment data were obtained from the U.S. Office of Personnel Management, and employment statistics for State and local governments were obtained through a mail survey. The 1982 extract file is available in card-image and OSIRIS formats. Data were processed according to the standard procedures of the Inter-university Consortium for Political and Social Research. The variable description list categorizes variables under police, judicial, and corrections personnel and expenditures. Appendixes contain further details on study methodology, term definitions, and frequencies and univariate statistics.
