              This report presents background information, objectives, outcome and effectiveness measures, policies, and costs for the revised programs planned by the Florida Department of Corrections for fiscal years 1991-95.
          Abstract
              The revisions cover the following areas of the original plan: inmate education, inmate health care, the protection of public safety, energy conservation, land use, the use of existing public facilities, governmental efficiency, inmate and ex- offender employment, and plan implementation. Specific changes include major improvements in health care services, including the development of a comprehensive mental health service plan; the recruitment and retention of high-quality correctional officers; increased staffing for pretrial intervention programs; and better supervision in inmate work programs. Other changes include expansion of the Offender Based Information System, close cooperation with other agencies to provide employment counseling and job opportunities for probationers, and improved postrelease assistance.
