STATISTICAL ANALYSIS OF JUVENILE MOVEMENT THROUGH THE JUVENILE JUSTICE SYSTEM FROM POLICE CONTACT THROUGH INCARCERATION, WITH POPULATION PROFILES FOR CALIFORNIA.
Abstract
A BRIEF HISTORY OF CALIFORNIA LAW AND THE JURISDICTIONS FOR DIFFERENT TYPES OF INFRACTIONS ARE DESCRIBED. A FLOW CHART IS PRESENTED, ALONG WITH A DESCRIPTION OF THE ACTIONS WHICH MAY BE TAKEN AT EACH STAGE OF INVOLVEMENT OF THE JUVENILE JUSTICE SYSTEM BEGINNING WITH THE POOL OF ALL JUVENILES. THE ENTRY INTO THE SYSTEM BEGINS WITH THE COMMISSION OF A DELINQUENT ACTION THAT IS OBSERVED BY AN AUTHORITY FIGURE. THE SECOND STEP INVOLVES THOSE JUVENILES WHO, BECAUSE OF THE SERIOUSNESS OF THE OFFENSE OR THE OPINION OF THE POLICE OFFICER, ENDS UP AT THE POLICE STATION. THE THIRD FLOW CHART COVERS THE ACTIONS WHICH MAY BE TAKEN ONCE THE JUVENILE COMES TO THE ATTENTION OF THE JUVENILE COURT INTAKE OFFICER. THE DISCUSSION THEN PROCEEDS TO THE LEVEL OF THE JUVENILE COURT JUDGE OR A REFEREE, FOLLOWED BY HANDLING BY THE YOUTH AUTHORITY.
