This fact sheet provides information regarding the updates to the Fiscal Year (FY) 2023 DNA Capacity Enhancement for Backlog Reduction (CEBR) Program solicitation, so it is in alignment wit 34 USC (U.S. Code) 40701: The Debbie Smith DNA Backlog Grant Program. The CEBR Program’s goal is to help reduce the number of forensic DNA and DNA database samples awaiting analysis and/or to prevent a backlog of forensic and database DNA samples, by providing funding to states and local government units that have existing crime laboratories which conduct DNA analysis. The CEBR Program funding is aimed at increasing the capacity of publicly funded forensic DNA and DNA database laboratories to process more DNA samples for entry into the Combined DNA Index System (CODIS), in service of its goal to prevent a forensic backlog. This fact sheet reflects the alignment of CEBR with The Debbie Smith DNA Backlog Grant Program, and informs of the additional requirements for program eligibility. One of the requirements is that applicants must certify that a minimum of 40% of the funding will be used to carry out DNA analyses of samples from crime scenes for inclusion in CODIS. The chart depicted in the fact sheet is intended to be a guide and may not capture every scenario that an applicant may encounter regarding allowable funded activities.
