Abstract
AMONG THE SPECIAL PROGRAMS OF THE STATE BOARD OF PARDONS AND PAROLES ARE THE STATEWIDE INMATE INTERVIEW PROGRAM, ORIENTATION CLASSES FOR INMATES, THE PROVISION OF PERSONAL LETTERS TO INMATES EXPLAINING THE REASONS FOR PAROLE DENIAL, PROVISION OF PRELIMINARY HEARINGS FOR ALLEGED PAROLE VIOLATORS, AND NEW PROCEDURES WHICH FACILITATE THE RESTORATION OF CIVIL AND POLITICAL RIGHTS TO EX-OFFENDERS. THE EFFECTS OF THE BOARD'S EXPANSION FROM THREE TO FIVE MEMBERS, AND THE IMPACT OF TWO NEW LAWS WHICH INCREASED THE BOARD'S AUTHORITY ARE DISCUSSED.
