DATED AUGUST 28, 1973, THIS REPORT PRESENTS THE RESULTS OF A STUDY OF THE PATROL OPERATIONS, RESEARCH AND PLANNING UNIT, AND THE TRAINING PROGRAM OF THE GUAM POLICE DEPARTMENT.
Abstract
GUAM IS AN UNINCORPORATED TERRITORY OF THE UNITED STATES LOCATED 1,400 MILES SOUTHEAST OF JAPAN. IT HAS AN AREA OF APPROXIMATELY 225 SQUARE MILES. FOR THIS TECHNICAL ASSISTANCE EFFORT THE EXISTING PATROL OPERATIONS, PLANNING OPERATIONS, AND TRAINING PROGRAMS OF THE DEPARTMENT WERE INVESTIGATED. IT WAS RECOMMENDED THAT GUAM REDISTRIBUTE ITS POLICE MANPOWER, IMPROVE AND REORGANIZE THE RESEARCH AND PLANNING UNIT, AND UPGRADE THE TRAINING PROGRAM TO ACCOUNT FOR NEW TECHNIQUES IN PATROL AND TO INCORPORATE MORE CADET FIELD SITUATION PROBLEMS....DMC
