This Guide intends to assist competent national authorities in identifying methods for calculating the quantities of controlled substances their countries require for medical and scientific purposes, and it will also assist those authorities in preparing the estimates and assessments of annual requirements for controlled substances that countries are required to report to the International Narcotics Control Board (INCB).
Abstract
In implementing these aims, the Guide describes the system of estimates and assessments and the various methods commonly used to quantify the requirements of controlled substances for medical and scientific purposes. In addition, it provides an overview of the major issues that must be addressed in applying these methods accurately, and it provides guidance in choosing methods that are appropriate for the conditions of a particular country. In providing guidance for estimates and assessments for submission to the INCB, methods are distinguished for narcotic drugs, psychotropic substances, and preparatory chemicals for controlled substances. Appendixes contain methods for the quantification of requirements for controlled substances, administration of the system of estimates and assessments, and impediments to the availability and use of controlled substances for medical purposes. A glossary and a 32-item bibliography
