              This handbook on the Federal Anti-Drug Abuse Act of 1986 is designed to assist Federal prosecutors and investigators, as well as other persons with Federal criminal justice responsibilities, in their review and implementation of this new law.
          Abstract
              The handbook first describes seriatim the provisions of the act that bear on enforcement practice. For each subpart of the act, the handbook presents a summary, analysis, and discussion that explains the new provisions in detail; a separate discussion of any departmental policies that affect the implementation of these provisions; and the name and telephone number of an attorney in the Criminal Division of the U.S. Justice Department who is familiar with the new provisions and has been assigned to assist in resolving relevant questions. The appendixes contain a brief chronology of drug-related bills enacted since 1970, a discussion of the current status of criminal fines in drug cases, a profile of U.S. Coast Guard Enforcement of drug trafficking laws, and an outline of new money laundering offenses.
