This document provides an overview of Kenosha County in southeastern Wisconsin, providing information about the county’s harm reduction activities and outcomes.
This case study looks at Kenosha County, which is geographically split between its urban center and rural suburbs, and has been heavily impacted by substance use, with high rates of opioid abuse and overdose, and a taxing of the county’s hospital and emergency room services. This case study examines the formation of the Opioid Task Force, which has grown to 46 members and meets regularly to share information and discuss policy interventions to reduce opioid deaths. It also looks at the Kenosha Human Development Services (KHDS) which launched a boots-on-the-ground support team to bring resources and information to individuals after they have experienced an overdose. The case study discusses Kenosha County’s approach to post-overdose situations, community partnership with law enforcement, hospitals, and emergency medical services (EMS), program outcomes, and lessons learned.
