This study reviews the history and current status of spouse abuse and uses the nominal group technique and cross-impact analysis to forecast spouse abuse to the year 2000 and to formulate a strategic plan to protect potential future victims.
Abstract
The analysis uses national data, with particular emphasis on California. The strategic plan includes the arrest and prosecution of offenders in cases in which that is possible. The plan also calls for greater efforts in education, public awareness, and counseling. Seventh and eighth grade students would receive training in proper dating behavior, the overall educational curriculum would cover spouse abuse as a crime, and law enforcement officers would receive more extensive training regarding domestic violence. In addition, the governor would declare the period from Thanksgiving through Christmas to be 'Domestic Tranquility Month.' The use of volunteer crisis intervenors to provide immediate support for victims is also recommended, as is the placement of offenders in counseling programs as rapidly as possible. A proposed transition management plan to implement the strategy by 1991 urges specific actions starting immediately.
