This document is a development work book for implementation and enhancement of State juvenile justice system drug testing.
Abstract
The workbook is a development and implementation guide for juvenile justice system substance abuse testing programs. It is designed to be used in conjunction with the American Probation and Parole Association’s "Drug Testing Guidelines and Practices for Juvenile Probation and Parole Agencies." Eleven topic areas are included. These topics are: the identification of substance abuse testing stakeholders, determining the program’s purpose, investigating substance abuse testing legal issues, identification of testing population, methodology selection, determining the use of testing results, staff development, determining testing protocols, analyzing program costs and funding sources, developing program evaluation criteria, and developing testing program written polices and procedures. Uses for juvenile testing programs identified in the document include the identification of juvenile offenders who use drugs, evaluation of the extent of that drug use, needs assessment for juvenile offenders, identification of offenders in need of treatment, identification of an offender’s appropriate correctional placement, and monitoring of offender compliance with court orders and sentencing conditions. Sample programs including budgets and program feature descriptions are included along with lists of suggested reading and Internet resources for substance abuse testing program implementation.
