This manual contains minimum standards and procedures for the operation of county juvenile detention facilities in Illinois. Standards for juveniles detained in jails are appended for informational purposes.
Abstract
The standards cover detention admission policy, administration, personnel, and records. Admission procedures and release procedures are delineated, and standards for separation/segregation, housing, medical and health care, and food service are noted. Other standards pertain to clothing, personal hygiene, and grooming; sanitation; supervision; security; safety; and discipline. The manual discusses standards relating to employment of youth, mail procedures, use of the telephone, visiting, education, library services, religious services, and recreation and leisure time. The last section discusses new design and construction standards for county detention homes. Report forms are appended.
