INFORMATION ON FURLOUGH ADMINISTRATION, THE FURLOUGH SCREENING PROCESS, INMATE ELIGIBILITY, THE SUCCESS RATE OF THE FURLOUGH PROGRAM, AND THE RATIONALE BEHIND SUCH A PROGRAM IS PROVIDED IN THIS PUBLICATION.
Abstract
UNDER ILLINOIS LAW, FURLOUGHS MAY BE GRANTED TO INMATES FOR ANY OF THE FOLLOWING PURPOSES: TO VISIT CLOSE RELATIVES, TO OBTAIN MEDICAL OR PSYCHIATRIC SERVICES, TO MAKE CONTACTS FOR EMPLOYMENT, TO SECURE A RESIDENCE UPON RELEASE ON PAROLE OR DISCHARGE, TO VISIT SERIOUSLY ILL RELATIVES OR ATTEND THE FUNERALS OF CLOSE RELATIVES, AND TO APPEAR BEFORE STUDY GROUPS. RELEVANT SECTIONS OF THE ILLINOIS LAW ARE INCLUDED. THE SUCCESS RATE FOR THE ILLINOIS FURLOUGH PROGRAM IS REPORTED TO BE 99.4 PERCENT. ISSUES IN FURLOUGH COST, SAFETY OF THE COMMUNITY, OTHER STATE FURLOUGH PROGRAMS, AND LENGTH OF FURLOUGHS ARE ALSO ADDRESSED IN THIS PUBLICATION. SOME STATISTICS ON THE FURLOUGH PROGRAM ARE PROVIDED, AND COPIES OF LETTERS WRITTEN TO THE ILLINOIS GOVERNOR IN SUPPORT OF THE PROGRAM ARE INCLUDED.
