THIS 1980 UPDATE OF THE USER'S GUIDE FOR THE ILLINOIS UNIFORM CRIME REPORTS (I-UCR) INLCUDES MORE DETAILED INFORMATION AND IDENTIFIES A GREATER NUMBER OF LAW ENFORCEMENT AGENCIES INVOLVED IN THE REPORTING PROCESS.
Abstract
THE USER GUIDE IS DIVIDED INTO TWO SECTIONS: DATA FROM THE 1977 I-UCR AND DATA FROM SET 1 AND SET 2 AGENCIES FROM 1972-77. THE I-UCR SECTION CONTAINS A FILE FORMAT DESCRIPTION, IDENTIFIES AGENCIES FIRST REPORTING DIRECTLY TO THE ILLINOIS DEPARTMENT OF LAW ENFORCEMENT (DLE) IN 1977 AND CHANGES IN THE CODING OF INDIVIDUAL VARIABLES, AND PRESENTS RESTRICTIONS ON ANALYSIS OF CHICAGO DATA, REPORTING FORMS FOR 1977, AND CHICAGO POLICE DEPARTMENT REPORTING FORMS. FILE FORMATS REMAIN UNCHANGED. THEY INCLUDE COUNTY-YEARLY AND AGENCY-MONTHLY TOTALS FOR OFFENSES, ARRESTS, AND POLICE OFFICERS KILLED OR ASSAULTED. ALSO INCLUDED ARE INCIDENT-BASED FILES FOR PROPERTY LOSS OFFENSES, ARRESTS, AND SUPPLEMENTAL DATA ON HOMICIDES. ANOTHER SECTION IS BASED ON THE INCREASING NUMBER OF AGENCIES REPORTING THEIR I-UCR DATA USING THE INCIDENT-BASED SET 2 FORMAT. THIS PROVIDES THE USER WITH A RICHER SOURCE OF INFORMATION AS WELL AS INCREASING THE NUMBER OF STATISTICAL TECHNIQUES THAT MAY BE EMPLOYED. THIS TREND IS LINKED IN PART TO THE RISE IN USE OF LEADS (LAW ENFORCEMENT AGENCIES DATA SYSTEMS) TERMINALS FOR REPORTING I-UCR DATA TO DLE VIA DIRECT COMMUNICATION LINES.
