Abstract
A normative future is explored using a scenario writing technique. A strategic plan listing numerous points for a proactive resolution to the problems facing law enforcement in the year 2000 is described. The plan calls for greater involvement by police managers in the planning review process, as well as greater interaction between police, planning, and fire departments. Also discussed is adoption of a model security ordinance by cities to make all types of structures safer for inhabitants. Tabular data and 19 references. (Author abstract modified)
