This legislative history of the Anti-Drug Abuse Act of 1986 details the initial discussions of the bill in the House of Representatives and the Senate, the bipartisan compromise measure, the discussions of the measure as passed by each house, and the bill as enacted.
Abstract
The Act was designed to strengthen Federal efforts to encourage foreign cooperation in eradicating illicit drug crops and in halting the international drug trade as well as improving enforcement of drug laws including interdiction of illicit drug shipments. Other objectives of the legislation were to enhance drug abuse prevention and education programs and to expand Federal support for treatment and rehabilitation services. The indexed legislative history touches upon these topics as well as the apprehension, prosecution, and adjudication of violators, State strategies, certification and assurance, funding, reports, and discretionary grants. Appropriations authorization is also included. 3 appendixes
