Abstract
PROJECT HEAVY (HUMAN EFFORTS AIMED AT VITALIZING YOUTH) IS AN EXPERIMENTAL PROGRAM IN LOS ANGELES (CA) TO CONSOLIDATE JUVENILE COURT DIVERSION PROGRAMS AND PROJECTS IN THE CENTRAL CITY HIGH DELINQUENCY AREA.
