Abstract
AFTER A BRIEF INTRODUCTION AND DISCUSSION OF THE HIGHLIGHTS OF THE YEAR, THE IMPACT OF THE COMMUNITY SERVICE PROGRAM IS INVESTIGATED THROUGH AN ANALYSIS OF THE STATISTICS. REPORTS FROM INDIVIDUAL UNITS OPERATING THE COMMUNITY SERVICE PROGRAM ARE INCLUDED AS WELL. THE REPORT ATTEMPTS TO DEMONSTRATE HOW THE PROGRAM OPERATES, THE SIZE AND NATURE OF ITS EFFECTS ON SENTENCING AND THE JUDICIARY, ITS CONTRIBUTION TO THE COMMUNITY, ITS EFFECT ON IMPROVING RELATIONSHIPS BETWEEN THE OFFENDER AND THE COMMUNITY, AND THE SOCIAL IMPLICATIONS OF THE PROGRAM FOR OFFENDERS.
