A DESCRIPTION OF A COMMUNITY TREATMENT PROGRAM WHICH PROVIDES CASEWORK, GROUP SERVICES, REFERRAL SERVICES, AND EDUCATIONAL PROGRAMS FOR REPEAT OFFENDERS WHO WOULD NORMALLY HAVE BEEN SENT TO PRISON.
Abstract
THE HISTORY OF THE PROGRAM, AND A DESCRIPTION OF MEANS THE PROJECT EMPLOYS TO AID AND MAINTAIN OFFENDERS IN THE COMMUNITY ARE DISCUSSED. FOUR CASE HISTORIES OF REPEAT OFFENDERS PARTICIPATING IN THE PROGRAM AND AN ACCOUNT OF AN ACTUAL GROUP COUNSELING SESSION ARE ALSO GIVEN. IT WAS FOUND THAT THE YEARLY COST OF MAINTAINING AN OFFENDER ON THIS PROGRAM WAS ONLY 725 DOLLARS, COMPARED TO A 3,967 DOLLAR COST FOR IMPRISONING A SINGLE OFFENDER. A MAJOR ACCOMPLISHMENT OF THIS PROJECT WAS THAT ONLY 2.5 PERCENT OF REPEAT OFFENDERS, WHO WOULD NORMALLY BE SENT TO PRISON BUT WERE ASSIGNED TO THE PROJECT, HAD TO BE TERMINATED FOR NEW OFFENSES OR TECHNICAL VIOLATIONS. THIS RECIDIVISM RATE IS LESS THAN THE NATIONAL RATE OF MORE THAN 60 PERCENT. (AUTHOR ABSTRACT MODIFIED)
