This publication offers guidelines to officials and other policymakers for the development of either new jail facilities or expansion of an existing jail.
Abstract
This document outlines the process elected officials and other policymakers should follow when planning, building, and occupying new or expanded jails. This process was developed by local policymakers, builders, architects, city and county planners, and criminal justice professionals who have experienced this process firsthand. Sections of this manual explain what the facility development process is; who the participants in the decision are; what types of decisions must be made; how much time and money are spent on each phase; and each of the nine phases with their respective tasks and track activities. A facility development process flowchart is also included. These guidelines suggest that when making these decisions, participants should not simply recreate the old jail, but rather develop new strategies for managing inmates and creating a facility that will serve the community well for the next 20-30 years. Understanding the facility development process can better provide those involved with information to more effectively perform their roles during the progression of the project. A more informed participant will feel greater ownership in the project and be able and willing to assume control of the process when appropriate. Following this process should also help to both facilitate idea sharing and collaboration and hasten to move the project toward successful completion. Exhibits, resources, and appendix
