Abstract
The Strategic Planning Master Notebook developed by the National Juvenile Detention Association, Center for Research and Professional Development and supported by the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDP), Juvenile Accountability Incentive Block Grants (JAIBG) program is a professional development workbook assisting juvenile justice departments and agencies in the utilization of a jurisdictional team approach in the development of a comprehensive juvenile detention strategic plan. The notebook presents a course outline on Jurisdictional Teams and Strategic Planning consisting of 10 course modules including: (1) creating the jurisdictional core work group; (2) developing a vision and mission statement; (3) analyzing juvenile justice trends; (4) defining detention, place, and process; (5) developing risk assessment instruments; (6) identifying and implementing a continuum of detention alternatives; (7) utilizing step-down strategies, the use of less restrictive or alternative placements when seen appropriate; (8) understanding the role of the expeditor in reducing crowding; (9) monitoring the implemented strategies; and (10) designing a management information system. Also, included within each module is a lesson plan overview consisting of general information, anticipatory set and instructional input, trainer presentations and notations, and supporting resource and reference material.
