This overview of Wisconsin's juvenile correctional facilities outlines laws relating to juvenile delinquency and describes the State's juvenile correctional facilities.
Abstract
Since a major revision of the Children's Code was signed into law on May 8, 1978, to become effective in mid-November 1978, both the current and revised delinquency laws are discussed. The laws discussed cover adjudication of delinquency and delinquents in the custody of the Department of Health and Social Services. Laws in the latter category deal with the corrections function within the department and juvenile correctional facilities used by the department. The Bureau of Institutions within the Department of Health and Social Services operates three institutions or camps for juveniles whose custody has been transferred to the department. Two other camps and a school were operated by the Division of Corrections from 1973 to 1977. Data on all the institutions and camps cover average daily population from 1973 to 1977, characteristics of the physical plants, staff, escapes, and certain characteristics of juveniles admitted to correctional institutions from 1972 to 1976. Facilities under the Bureau of Community Corrections include three types -- foster homes, group homes, and child care institutions. Appended are excerpts from State laws affecting juveniles, a description of the organization of the Department of Health and Social Services and the Division of Corrections, data on major offenses committed by delinquents newly admitted to juvenile institutions, and information on community corrections facilities.
