Abstract
THE FOCUS OF THIS VOLUME IS ON THE MANNER IN WHICH SERVICES CAN BE ESTABLISHED, ARRANGED AND RELATED TO NECESSARY RESOURCES. THE INITIAL PAGES DISCUSS ORGANIZATIONAL FORMS, PRINCIPLES, PLANNING TOOLS, LEADERSHIP AND RESPONSIBILITY, AND CONCLUDES BY SUMMARIZING FOUR MAJOR ORGANIZATIONAL CHANGES. SECTION TWO LOOKS AT THE HISTORY AND PRINCIPLES OF THE KANSAS JUVENILE SERVICES AGENCY, AND DISCUSSES THE FUNCTIONS OF STATE AND AREA BOARDS. THE FOLLOWING MATERIAL EXAMINES EMPLOYEES IN GENERAL ADMINISTRATION, SUPPORTING SERVICES RESIDENTIAL TREATMENT, AND OTHER STAFF. A 'PHASE-IN' PERIOD OF INITIAL STAFF OPERATIONS IS ALSO SUGGESTED AND BRIEFLY DESCRIBED. CHAPTER FOUR CONCENTRATES ON CURRENT EXPENDITURES, PROJECTED NEEDS, FINANCIAL RESOURCES, AND PRINCIPLES OF FINANCIAL CONTROL. OTHER MATERIAL FOCUSES ON THE CHALLENGE OF SERVICE IMPLEMENTATION TO URBAN, MEDIUM SIZED, AND SMALL POPULATION COUNTIES. PERSONNEL AND FACILITY CONSIDERATIONS ARE INCLUDED. THE FINAL CHAPTER PRESENTS A SEVEN LEVEL SCALE OF EVALUATION, AND EXPLORES THE SUBJECT OF PERFORMANCE CONTRACTING.
