The Director of the Budget Division, Office of Comptroller, explains the types of funds LEAA has and how they are distributed. The Director of the Personnel Division, Office of Operations Support, discribes staffing procedure, noting that the approved budget is the basis for staffing. The speaker points out that most LEAA staff are civil service employees and he describes how they are hired.
