A HISTORY OF POLICE PROTECTION STRATEGY AND TACTICS THAT WERE INVOLVED IN PLANNING THE SECURITY MEASURES FOR THE REPUBLICAN NATIONAL CONVENTION AND THE DEMOCRATIC NATIONAL CONVENTION THAT WERE HELD IN MIAMI BEACH IN '72.
Abstract
BACKGROUND MATERIAL IS COVERED IN CHAPTERS DEALING WITH THE MIAMI BEACH ENVIRONMENT, THE ATMOSPHERE OF POLITICAL UNREST OF THE '60'S, AND THE SELECTION OF THE CONVENTION SITES. THEORETICAL CONSIDERATIONS ARE TAKEN INTO ACCOUNT AND INTERGOVERNMENTAL COORDINATION AND THE FEDERAL ROLE IN ORGANIZING SECURITY ARE DISCUSSED. THE DESCRIPTION OF LAW ENFORCEMENT PREPARATORY MEASURES IS CONCERNED WITH THE DEVELOPMENT OF THE UNIFIED OPERATIONS PLAN, THE DEVELOPMENT OF AN INTELLIGENCE SYSTEM, AND THE COORDINATION OF THE CRIMINAL JUSTICE SYSTEM. OTHER CHAPTERS DEAL WITH THIRD PARTY INTERVENERS, THE PROVISION OF HUMAN SERVICES, AND THE PROTESTS THAT TOOK PLACE AT EACH CONVENTION. THE CONCLUSIONS ARE RELEVANT TO THE EVENTS THAT TOOK PLACE AND TO POLICY CONSIDERATIONS.
