The Making Restitution Real Toolkit, which is available through this web site of the National Center for Victims of Crime, was developed as part of a project for improving the collection of crime-victim restitution by drawing on the knowledge and experience of those who have been successful in dealing with this issue.
Abstract
The toolkit recognizes that many criminal justice officials share responsibility for the collection of victim restitution, including prosecutors and their staff, court personnel, probation and parole officials, corrections departments, and victims themselves. The tool kit includes resources for all of these parties, as well as for policymakers. The material is organized into six broad categories: setting the framework for restitution, promoting early payment, making payment plans work, what happens after default on restitution payments, special circumstances, and self-help for victims. Since the processes and method for collecting victim restitution are often interrelated, the toolkit contains cross-references between sections where appropriate. Recognizing that other jurisdictions not included in the case studies of the toolkit may have developed other tools and resources of interest to their peers, the National Center for Victims of Crime is interested in hearing about these additional resources. Contact information is provided. Access is provided on a Google site to talk about restitution through an invitation. A brief survey is provided for expressing opinions about the toolkit.
